expects jets players and staff to be professional at all times. new orleans saints running back reggie bush will forfeit his heisman trophy from 2005. the university of southern california has already given back a copy of the heisman trophy after bush was found to have received laugh under gifts by would-be sports agents during 2004 and 2005. vince young was the runner-up in 2005 and no word on whether he will now be given the trophy. we have some congratulations that are in order. our dave feldman won best sports feature at last night's sneaker ball. that is an annual event that raises money for the greater washington sports alliance. let's take a look at feldy with the ward winning feature, the now-famous dupont circle snowball fight this past february 10th. it was quite a bit of fun out there. plenty ahead. weather, traffic and all of your top stories. fox 5 morning news continues right now.

good morning on this wednesday, september 15th as we take a live look over our nation's capital this morning. a beautiful morning to be waking up to, quite mild temperatures out there. good morning. i'm sarah simmons in for gurvir dhindsa. >> i'm steve chenevey welcome to fox 5 morning news on the day after election day. tony perkins with us as well. >> good morning to both of you. a fine day on tap. once again, we've got good weather conditions headed our way for the day. we'll see a lot of sunshine, i think more sunshine than what we saw yesterday. let's take a look at the current temperatures around the region. getting five cool to mild start depending on where you are. temperatures in the 50s and 60s. right now in washington where it is 64 degrees. it is 56 in baltimore. 55 out at dulles airport. 54 in frederick, maryland and 57 in fredericksburg so it is a cool start to the day with mostly clear skies. there is a look at your satellite-radar. saw some of the clouds that came through yesterday. they pushed out of here. skies are mainly clear at this hour and mostly cloud-free for the day today. there will be a couple of

clouds here and there but we'll call it a partly to mostly sunny day. mostly sunny is what we're going to call it. here is your day planner. looking for highs today in the low to mid-80s. very pleasant conditions. we'll have more details on the forecast and a look at the week ahead or the rest of the week ahead coming up. julie wright is in this morning. what is the latest out there? >> right now, it is pretty quiet. an easy ride around the capital beltway. that is to be expected at this hour. crews are in the process of picking up construction left out there overnight. for example, southbound along 270 being the crew was working along the right side here at montgomery village avenue. the crew working northbound has also cleared the scene. no problems reported on northbound i-95. traffic behaving nicely out of woodbridge. you will find lanes are open in each direction at the wilson

bridge. that's a check of your fox 5 on-time traffic. vincent gray has toppled mayor adrian fenty in the democratic primary. the race for d.c. mayor. with 90% of the precincts reporting, gray won with 53% of the vote to fenty's 46%. >> this pretty much guarantees gray will be the next mayor of d.c. since there is no republican running in november's general election. matt ackland joins us live from the board of elections in northwest with more on this. >> reporter: good morning. you know, a lot of people stayed up very late last night and into the morning here in the district hoping to find out who the next mayor would be. the board of elections behind me is being criticized for taking extra time, several hours, to release some of the results. but by 2:00 in the morning this morning, it and we had a winner and he took the stage. let's take to some video. vincent gray walked out in

front of his supporters at a local hotel at union station with 90% of the precincts reporting. gray told the crowd of supporters that it is now time for all district residents to put aside their differences and move forward as one city. >> my commitment to you is that we'll work hard to make sure we don't disappoint you. all i ask in return is this. don't sit on the sidelines, be involved. because only if we all work together can we move this city forward. >> reporter: the associated press is reporting this morning that it spoke to a spokesperson with adrian fenty's campaign

and the mayor has conceded this primary. we are told that probably the mayor will call the chairman sometime this morning. we'll keep you updated. back to you guys in the studio. some tense moments at fenty's headquarters just before midnight and we are not just talking about the election results. a volunteer accidentally crashed through a plate glass window as fox 5's karen gray houston was on the air live. >> those are the people worm targeted by the get out to vote effort of the -- oh, my gosh. don't get too frightened. somebody leaned against the glass and it broke out. this campaign headquarters used to be -- >> a bit of a ruckus broke out as fenty supporters tried to block cameras from filming the aftermath. in the race to defeat

vincent gray, at-large count sill member kwame drown faced off against vincent orange and dorothy douglas. brown take the primary decisively with 55% to orange's 39%. douglas captured 6% of the vote. we now turn to the race in prince george's county to county executive. rushern baker is claiming victory after beating four challengers. we will continued with this morning's team coverage with stacy cohan. she is live in upper marlboro with the latest there. good morning. >> reporter: good morning f persistence counts, well then it certainly paid off for rushern baker. his third attempt at winning the top job in prince george's county, that being the job of county executive. yes, he apparently did succeed last night. i can tell you afterwards there was quite a the part of rushern baker's campaign work ares. rushern baker was facing four other challengers. chief among those was michael jackson. he is the sheriff here in prince george's county. he has won two terms as sheriff and htd endorsement of current

county executive jack johnson. however, that was not enough or perhaps indeed that was something that voters did not find favor with. in either case, it appears michael jackson did not win. rushern baker is the champion in this case. several other challengers did not manage to get quite at tension that they had required. in a speech last night, balker talked about the job that lies ahead. >> we feel really good about where we are right now. the campaign came through. we knew we were doing well in all sections of county but the most important thing was our education system and creating jobs. that is what i want to do as county executives. i've got great partners. i'm looking forward to. i can't wait to get in here and party with the people would made it happen. >> reporter: now that the party is over, the work begins. rush were baker will have a press conference at 11:00 this morning perhaps outlining exactly what he sees for the

o'donnell, a favorite of the tea party. she beat long-time republican mike castle and faces a tough fight in november. veteran congressman charles rangel in new york has won his democratic primary despite facing house ethics charges. rangel is awaiting a trial by the house ethics committee on 1 separate violations of ethics rules. the 80-year-old lawmaker has hinted he might be willing to agree it a settlement of those charges. in new hampshire, ovide la montagne holding a small victory over kelly ayote. plenty more ahead on fox 5 morning news. a frightening find for one family in their car, that large snake. how did it get there though. we'll have the full story coming up next. coming up, the latest on today's weather forecast and a

it is the day after the big primary. big news coming out of the primary elects as well. d.c. will have a brand-new mayor. convincement gray has won the democratic primary race. the latest count shows gray with 53% of the vote to mayor adrian fenty -- form are mayor adrian fenty we believe with 46%. a fenty spokesman says the mayor has conceded and plans to call gray to congratulated him. gray's victory means he is a shoe-in for mayor since he

faces no gop competition in november's general election. >> changes are here. we'll continue to feel the changes outside too. we will see conditions today very similar to yesterday. i think it will be sunnier today than it was. not as breezy. we are going to get some rain showers. we have a chance getting rain showers not today but thursday night into early friday morning. we need the rain. we are in the others and 60s this morning so another cool start to the day. 64degrees in the nation's capital. out in annapolis, it is 61 degrees. stevensville, maryland is at 61. dulles is at 53. culpeper at 52 degrees. a lot of temperature in the 50s out to the west where that

cooler air is. satellite-radar picture for our region, not much happening here. high pressure in control of things for this morning. you can see a little bit of cloud cover down to our south and east so some of you may see some clouds during the morning hours but for the most part, it will be sunny. you see there is not a whole lot happening here. this is the next weather system that will make its presence known in our region. it is out to the west now. it will be an area of low pressure that will move across the great lakes pushing a front through here tomorrow night into early friday. that fronted could bring some rain showers, maybe even some thunderstorms thursday night into friday but then after that, high pressure will settle in again. things will calm down and get quiet and set us up for a very nice weekend. let's take a look at the tropics. there is so much going on, i don't know where to stand. this is tropical storm karl threatening the yucatan peninsula now. this is the newest tropical system. maximum sustained winds are at 65 miles per hour and it is

moving to the west. this is sunshine -- hurricane igor. maximum sustained winds 145 miles per hour so that is a category four. further out to the east, we have hurricane jewel y, also a category four, a smaller storm but another powerful one with maximum sustained winds of 135 miles per hour. both of these remain out at see however hurricane igor does threaten we are humidity actual we'll keep our eyes open and see how things develop during the course of the next couple of days. lots of sunshine. going to be a good one. a cool start to the day but a warm afternoon. high about 83. we got to 84 degrees yesterday. you see those winds have died down. for tonight, another cool night as you would imagine. partly cloudy. 61degrees for your overnight low in town. thatns many of you will be in the 50s during the overnight hours. take awe look atthe five-day forecast. not bad. tomorrow, we start with sun and

then clouds build in. maybe some showers during the nighttime hours of thursday into the early part of friday. i know this looks like rain all day friday. that is not what we think. it will be early showers. saturday and sunday look great, sunshine, highs in the low 80s. that is a look at what is happening with the weather. now, lets get an update on traffic from julie wright. >> not looking so bad around the top stretch of the beltway headed over towards 270. all of the lane are open and the space still at smeed as you continue to work war a over to silver spring. -- still at speed. inbound new york avenue at florida. you look closely right here. i know there is a little glare there from the overheadlights. there is a broken-down tractor- trailer that is stuck in the far left lane. they do have cones out here,

the little triangles. southbound 95, they are late leering the work don't down in newington. call ares tell me they still have the two right lanes closed. that's a check of your fox 5 on-time traffic. a by star story from mass has as a huge snake scares a family as they step out of their car. they found the large python sitting in their driveway. ted daniel reports from massachusetts. what is four and a half feet long, eats rodents and like to scare nice families in north bridge? you guessed it. >> i was wearing flip-flops. i thought oh, my goodness. i almost stepped on it. >> reporter: she says it was like the pie hon was waiting for her and her kids. >> i got out of my car and when i looked she was right here half on the pavement and half on the grass. >> reporter: beth jumped back in the car and got out with the kids on the other side. >> i was in the house and beth basically busted in the door and said there is a big snake.

>> reporter: neighbor john give noard ford came you out to the to look for himself along with etch else in the complex. they watched the snake slither underneath the car and up into the engine. when regional natural control officer daniel shogan arrived, the python was wrapped under the engine block. >> after about 35 minutes, she started to relax. i think the engine was cooling off and wasn't as tractive anymore. she started to move around at which point i was able to unwrap her and just pulled her out. >> reporter: dan well thinks the snake was probably someone's pet. she doesn't mind being held. if the owner doesn't come forward, she may be up for adoption. beth haze thanks but no thanks. >> i don't think i'd be adopting that any time soon. >> i would make the same move. >> just gives me the creeps. not good. this may sound good for you. a four-day workweek. >> sounds real good. it could save millions of

virginia could be a nice treat for employees. the commission is suggesting a four-day workweek for many state workers. >> that kind of change would have an impact on everybody in virginia, not just the employees. as beth parker shows us, the governor will now decide if this idea is a go. >> reporter: a flick of the switch could save money. virginia governor bob mcdonnell may give state employees a four- day workweek. >> i wish i could do that. >> that is four 10-hour days, fridays off. >> what it is supposed to prove? >> they are saying it would save money. >> yeah, right. i don't believe it. >> reporter: in richmond, the department of planning and budget estimates it would save about $3 million, half it in energy costs. state of utah implemented a four-day workweek in 2008. they didn't save as much as predicted but they did save. a spokesman for the state of utah told me when they implemented a four-day workweek, they were surprised to see they saved money in

overtime. their theory is when people are working the longer day, they are watching the clock and after the minutes tick by and their time is over, they're ready to go. >> we actually work an extra hour during the summer so we get out a half day on friday. >> people get really tired and cranky, particularly in government service. >> he so you don't want them there for 10 hours. >> no, i think they need a break. >> reporter: the proposal applies to 25 state agencies. it would not affect the dmv but other offices would be closed on friday. >> i can see it being inconvenient but if the budget is such that that needs to happen. >> i go out of my way to not visit any state offices but i like doing everything online. >> reporter: that is open 24/7. in virginia, beth parker, fox 5 news. >> we are staying on top of the huge political story this morning, the upset in the d.c. mayor's race. >> after i very long night of waiting for election results to come in, it appears that the

i think even nicer and a little more sunshine than what we saw yesterday. not a bad one today. let's take a look. we'll start with the current conditions being reported out at reagan national airport. awe fine start to the day. cool once again. 64degrees right now in washington. i think it was 64 degrees about this time yesterday morning too. relative humidity, 75%. the breeze is light. it is out of the north at three miles per hour. check out the barometric pressure which continues to be on the rise. here also look at the satellite- radar. only a couple of clouds here and there out there. not much to see. we'll have clear skies. mostly clear skies for today. should see awe pretty decent sunrise later on this morning about an hour and 0 minutes from now. your forecast for today looks like this. mostly sunny skies after a cool morning. a warm afternoon. high about 83 degrees. that is a couple of degrees above normal. our average lie for this date is 80 degrees. that is a look at the weather. more coming up in just a bit. >> let's get a look at traffic with julie wright. quiet or busy yet?

>> it is getting a little busy. if you are traveling in virginia southbound i-95, they are still late to clear the work zone from newington. we got the two right lanes blocked according to the callers. southbound # 70 already slowing. we are seeing the brake lights south of 109 in the direction of clarksburg and the pace pick up just south of the scales. -- southbound 270 already slowing. the disabled tractor-trailer still here if you look through the glare of the lights. there it is tying up the left lane. this is inbound new york avenue at florida. they have the little triangles out there blocking off the left side. the traffic volume is light so that is working in our favor. we don't have i big delay to report at this time but something that could cause a lot of problems later this morning. inbound new york avenue at florida. that's a check of your fox 5 on-timetraffic. the last votes are still being counted but it is clear vincent gray has won the democrat you can primary in the

race for d.c. mayor with 90% of precincts reporting. the d.c. council chairman beat out mayor adrian fenty with 53 to 46% of the votes. >> grey's victory vier virtually guarantees he will be the next mayor of d.c. since there is no republican running in november's general election. matt ackland joins us live with more. >> reporter: a lot of people didn't get much sleep as they were waiting for the election results to come in here in the district and the board of elections is criticized for taking so long. we thought we would get some of the results after 8:00. it was a very late night by around 2:00 this morning, finally, chairman vincent gray felt like it was time to actually claim victory. with 90% of the precincts

reporting so far, convincement gray has about 59,285 votes compared to mayor fenty's 50,850 votes. gray told the rowed of supporter it is time for all district residents to put aside the differences we've been having during the campaign over the last couple of months and move forward as one city. >> make no mistake. we will work tirelessly to put district residents back to work. and we'll not only tackle the employment crisis but we'll also give our small business owners the support they need and they want to succeed. >> reporter: it's good bet we are going to be hearing from chairman gray probably several times today. we'll bring it to you as soon as we're able to get him in front of a camera. i wanted to read you something from the soabted press this

morning. it says washington mayor adrian fenty is conceding that democratic primary. his spokesperson said early wednesday that the mayor will be calling challenger vincent gray sometime this morning. back to you guys now. some scary moments as staffers waited for election results last night when a volunteer fell and crashed through awe plate glass window. this all happened while we were get august live update. >> those are the people who were target bid the get out to vote effort -- target bid the get out to vet effort of the -- oh, my gosh. somebody leaned again the glass and it broke out. this room -- >> we are told the volunteer fell through a nine by nine foot window and was bleeding pretty bad from the head. the good new is the man was able to walk to an ambulance. no word on his condition this morning. now to the latest in the

race to succeed vincent gray as council chairman. kwame brown handily defeated vincent orange. dorothy douglas received 6%. rushern baker won the race for county executive in prince george's county. he beat out four challengers including sheriff michael jackson. conning with our team coverage is fox 5's stacy cohan. she is live in upper marlboro. good morning. >> reporter: this is the county administration building that is behind me. it is home to the county council and the county executive and it will soon have new occupants, one rushern baker who will be taking over the job as county executive. he has run for the office three times. both times previously he was defeated by the current county executive jack johnson. thunder time was the charm and he was victorious last night and as you can imagine being

there was quite a celebration on the part of the rushern baker campaign workers when the news cam down that he was going to be the victor. he defeated several other challengers, chief among them being michael jackson who was the sheriff here in prince george's county. jackson has served two terms as sheriff but it was rush were baker's night. he was running on a campaign of education reform, crime reduction and in helping ease this county up out of the economic slump. when i interviewed him yesterday on election day, he had told me many times that his goal was to make a good county here in prince george's into a great county. we will be hearing a lot more about his transition plans as soon as we speak to him. he is vague press conference at his headquarters in largo at 11:00 a.m. let's stay in prince

we continue with our election coverage this morning and there were upsets in some of the other big primaries in delaware where christine o'donnell won in a stunning surprise. tea party activists along with former vice president sarah palin and the nra all backed o'donnell. >> i stood before most of you a little over a week ago and said we are not in this to come close. we are in this to win. and we're in this to win big. and win big we did. >> political observers say the upset has shown the power of the tea party movement. in new york, veteran congressman charles rangel has won his democratic primary despite facing house ethics
